CHISAGO COUNTY BOARD OF COMMISSIONERS OFFICIAL PROCEEDINGS Wednesday, September 20, 2017

(October 12)

The Chisago County Board of Commissioners met in regular session at 6:30 p.m. on Wednesday, September 20, 2017 at the Chisago County Government Center with the following Commissioners present:  Greene, McMahon, Montzka, Robinson, Walker.  Also present: Assistant County Attorney Fuge, County Administrator Bruce Messelt, and Clerk of the Board Chase Burnham.  
 
The Chair called the meeting to order and led the assembly in the Pledge of Allegiance.

Commissioner McMahon offered a motion to approve the amended agenda.  Motion seconded by Greene and upon a vote being taken thereon, the motion carried as follows:  IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

Chair Montzka recessed the Board meeting to the Road and Bridge Committee of the Whole.

The Chair opened the Road and Bridge Committee of the Whole at 6:30 p.m.

The Board was given updates on the following current projects of the Public Works Department from County Engineer Joe Triplett; Project Updates: Construction, Design, and Recently Completed, and Hemingway Ave. Extension/CSAH 14 in North Branch for Letters of Understanding.  No action was taken.

On motion by McMahon, seconded by Walker, the Board moved the Engineers Report to the Consent Agenda. The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

Chair Montzka adjourned the Road and Bridge Committee at 6:43 p.m.

On motion by Greene, seconded by McMahon, the Board moved to approve the Consent Agenda.  The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

4.) Classification and Appraisal of Tax Forfeited Land pursuant to MN Stat. 282.01

RESOLUTION NO. 17/0906-1
CLASSIFICATION AND APPRAISAL OF TAX FORFEITED LAND
PURSUANT TO MN STAT. 282.01

WHEREAS, the tax parcels on the attached list have forfeited, to the State of Minnesota in trust for the respective taxing districts for nonpayment of real estate taxes;

WHEREAS,   In order to be able to sell these parcels at tax sale the County Board of Commissioners need to classify and appraise the tax forfeited parcels pursuant to M.S. 282.01 Subdivision 1.

NOW, THEREFORE, BE IT RESOLVED

1.That the Chisago County Board of Commissioners approve the attached list of classification and appraisal of tax forfeited ready for sale and authorize the Chisago County Auditor-Treasurer to take the necessary steps to offer the parcels for sale pursuant to M.S. 282.01.

2. That the Chisago County Auditor-Treasurer is directed to forward the parcels noted on the attached Classification and Appraisal to the Minnesota DNR pursuant to M.S. 282.01, subd. 3.

3. That the Chisago County Auditor-Treasurer is directed to forward the parcels noted on the attached Classification and Appraisal to the appropriate city and township officials for approval pursuant to M.S. 282.01, subd. 1(h).

Environmental Services Director Kurt Schneider updated the Board on the activities of the Environmental Services Department: Board of Adjustment Update, Planning Commission Update, August Construction and Permit Activity, Water Resources Division with State “One Watershed One Plan” Feasibility Process.  No action was taken.

On motion by Walker, seconded by McMahon, the Board moved to accept the Director’s Report.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

On motion by Robinson, seconded by Greene, the Board moved to approve the Michael Granlund final plat of “Granlund Addition” in Rushseba Township, Sec. 28, T.37, R. 21.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

On motion by McMahon, seconded by Greene, the Board moved to authorize consolidation of Water Resource Manager position with the Water Resource Specialist position and approve a 1 year Chisago Lakes Lake Improvement District Administrator PERA phased retirement agreement and contract, as presented.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

On motion by Robinson, seconded by Greene, the Board moved to approve the Scott Mell Conditional Use Permit Amendment at Flickabirds RV park on Rush Lake, Flickabirds Lot 2 Block 1, at 50155 Clover Trail (Nessel Township, PID #06.00520.22) to allow an additional 12 campsites, with Findings and Additional Permit Conditions as recommended by the Planning Commission and/or as amended at tonight’s meeting.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

On motion by Greene, seconded by McMahon, the Board moved to repeal the 2007 County Comprehensive Plan and replace it with the proposed update of the Chisago County Comprehensive Plan dated September 2017 and allow for legal publication as required by State law.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

At 7:01 p.m., the Chair opened Citizen Forum.  2 Citizen spoke; the Chair closed Citizen Forum at 7:08 p.m.

On motion by Walker, seconded by McMahon, the Board moved to approve the recommendations of the Budget and Finance Committee from its September 20th, 2017 meeting.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

On motion by McMahon, seconded by Greene, the Board moved to approve the Amended 2017 Capital Improvement Program.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

On motion by McMahon, seconded by Greene, the Board moved to approve the procurement of Open Gov Software for the Administration and Auditor/Treasurer Department.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

On motion by Walker, seconded by McMahon, the Board moved to approve the Emergency Management and Preparedness Grant with the MN Department of Public Safety - Homeland Security and Emergency Management.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

On motion by McMahon, seconded by Robinson, the Board moved to approve the Out-of-State Travel Request for Deputy Chad Stenson and K9 Stryker to travel to Ida Grove, Iowa for a K9 Tactical Deployment Seminar.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

On motion by Greene, seconded by McMahon, the Board moved to approve the attached Proclamation, which proclaims October 1 – 7, 2017 as Manufacturers Week in Chisago County.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

PROCLAMATION NO. 17/0906-1
DECLARING OCTOBER 1 – 7, 2017
AS “MANUFACTURER’S WEEK” IN CHISAGO COUNTY

WHEREAS The manufacturing industry is a dynamic part of Chisago County and Minnesota’s economy, and promotion of this sector’s strength, success and high quality of life is an integral part of Chisago County’s economic development strategy; and

WHEREAS Manufacturing provides high skill, high wage jobs which significantly contribute to Minnesota’s high standard of living and economic vitality; and    

WHEREAS In 2016 there were 91 (2015-90) manufacturing businesses in Chisago County employing 2,413 (2015-2,777) with total wages of almost $116 million (2015-$159,420,399 million); and

WHEREAS Manufacturing jobs in Chisago County account for 19% of all private sector employment within the county; and

WHEREAS Manufacturing has the second largest total payroll among business sectors in Minnesota, providing over $20 billion in wages in 2016 (2015-20 billion); and

WHEREAS Manufacturing produces $42.8 billion (2015-$48.2 billion) for the state economy and is the largest share, 16 percent of our gross domestic product; and

WHEREAS Manufactured exports brought over $18 billion (2015-$20 billion) into the Minnesota economy in 2016,

NOW, THEREFORE, Ben Montzka, Chair of the Chisago County Board, do hereby proclaim that, the week of October 1st   to October 7th, 2017 shall be observed as:

CHISAGO COUNTY, MINNESOTA MANUFACTURERS WEEK

On motion by McMahon, seconded by Greene, the Board moved to approve the price quotes from MEI for repair of the two (2) elevators in the Courthouse for a total cost of $20,925.00.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

On motion by McMahon, seconded by Walker, the Board moved to approve the Out-of-State Travel Request for Deputy Assessor Chase Peloquin to travel to Falmouth Massachusetts for the Vision User Group Meeting.  The motion carried as follows: The motion carried as follows:   IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.

County Administrator Messelt provided the following updates: Correspondence, Children’s Water Festival, AMC Materials Available.  No action was taken.

Several Commissioners offered reports of their respective committee assignments. No action was taken.

On motion by Greene, seconded by Walker, the Board adjourned the meeting at 7:53 p.m.  The motion carried as follows:  IN FAVOR THEREOF:  Greene, McMahon, Montzka, Robinson, Walker OPPOSED: None.
