Census official gives County Board an update and explains local Complete Count Committee
Ten years ago Minnesota had the second-best response in completing 2010 Census forms, out of all the states. Wisconsin was number one.
In 2020 the Census returns for its Constitutionally required headcount-- and last week the Chisago County Board got an idea of how it’s all supposed to work, from Census Partnership Specialist Jim Accurso.
Residents here who want to be temporary employees, taking the Census out to the people, should be applying now. Jobs start as soon as January 2020. You have to be 17 and a half years old now to apply.
There is a 33 question on-line (www.census.gov) assessment of skills that you could bring, and finishing the assessment will help identify which position you are best suited for.
The county needs to put together a Complete Count Committee, Accurso explained to the commissioners.
This consists of volunteers from local governing units, churches, the school districts, and various other segments of the community. The committee will meet once a month locally, kicking-off in February.
Accurso will help train the committee to be identifying “hard to count” populations and the best ways to go about improving response rates. College students, renters, snowbirds, children living with grandparents, non- English language speakers; all have hurdles to getting into the Census.
Members of the military or incarcerated persons are counted through special Census systems, but there can be many people in the general public who just don’t get counted.
Accurso said people who have a couple home addresses (winter and summer) need to watch for their Census form and fill out the form so they are counted as residing at their primary address as of April 1, 2020.
Also, census mailings are not forwarded and probably won’t be delivered if you have a P.O. Box only.
These response hurdles will require in-person follow up.

Chisago County in 2010 had a participation rate in the census process at 83 percent.
The 10-year population count is used for everything from setting boundaries for creating equally-populated Congressional Districts to appropriating federal funding for food aid, buses, etc. The data will even dictate how to re-draw county commissioner districts.
In 2020 Accurso said the Census will have the capability to communicate in 59 languages.
By March 31, 2021 all the work must be done, compiled and presented to Congress.
