GoBoat Motel redevelopment plans scrapped; new VRBO code adopted

The survey for a trailhead in Center City for the Swedish Immigrant Regional Trail corridor generated over 100 responses and the results are still being compiled.  Mayor Jill Behnke told the city council last week the results will be shared at a future public meeting, yet to be scheduled.

Center City is working with a National Park Service program specialist that assists in developing recreational assets in and around national park-managed areas, such as the St. Croix National & Scenic Riverway.  

The survey was put out to the public for several weeks and public input will help in selecting a trailhead site and plan.

~ The city council also approved a VRBO or short term rental ordinance, unanimously with Ryan Pease absent.  

The Chisago County Zoning Dept. actually licenses vacation rentals-by-owner and other short term accommodations (less than 30 continuous days) but the city added an ordinance to give sheriff’s patrol more enforcement tools and to make rules clear to owners of short term rental properties.
One resident had questions during the public hearing and questioned why standards didn’t address conduct,   noise or other issues. Lynn Karwand was advised that the regular city code addresses much of what she expressed concern about,  and was told to call the sheriff deputy if these properties create nuisances in general.

The ordinance adopted now spells out that the VRBO or short term accommodation owner must reside within 30 miles, must have contact information on record to be summoned when needed, must have garbage service provided and receptacles can not be visible from the street,  and must provide for parking for the site off-street.  Parking spots need to provide one space for a 1-2 bedroom, two spaces for a three bedroom and so on.  There must be city sewer and water into the site.  The county short term rental license must be obtained before operating.

The council heard the developers behind the motel redevelopment project on Grand Avenue have dropped it.  The closing for a sale to new owner is expected in October.

While the “business plan” is in early stages;  the council  was told by “Grand Shores’ real estate agent Chris DuBose that conceptual plans show the motel will remain, but have half as many rooms (down to 4) and be transformed.  The former My Burger stand alone building will be rehabbed and hopefully find a new commercial use. The residential home is being razed and a new house is proposed.

~ Meanwhile, the issues with the ironworks business outside of downtown on County Roads 9 and 12 may be going to litigation.  

City Attorney Ted Alliegro asked for a closed session meeting for Sept. 12 at 4 p.m. to strategize.

~ Chisago County Sheriff Brandon Thyen checked in to see if there were any concerns about next year’s contract for deputy patrol.  The hourly rate is increasing so if the city stays with the same hours, the annual cost should be expected to go up $1,300.

Center City hires extra deputy time at 40 hours for each of the months of January., February, March, April, October, November and December.  The city gets 60 hours in the month of May, 50 hours in September and 80 hours are scheduled in Center City in June, July and August.  The county has contracts for extra hours with Rush City, Stacy, Shafer and Taylors Falls where full-time police departments also are not maintained.
