BOARD OF EDUCATION: Chisago Lakes Schools Independent School District #2144, Lindstrom, MN 55045 - Thursday, April 11, 2019 MINUTES

(October 10, 2019)

Members Present: M.  Leigh, D. Strenke, B. Carlson, J. Vitalis, M. Donovan, Supt. Jennissen.    
Members Absent:  L. Berg.
    
Visitors: Jodi Davis, Jodi Otte, Jon Kuenstling, Tracy Quarnstrom, Dave Ertl, Suzanne Gillespie, Sarah Meissner, Jill Underhill, Jeff Lindeman, Brian McNally, Doug Hasler, Bob Meyer    

1. The School Board meeting was called to order at 6:30 p.m. and began with the Pledge of Allegiance.

2. Motion by Vitalis, seconded by Carlson and carried to accept the revised agenda.

3. Motion by Vitalis, seconded by Carlson and carried to approve the minutes from the March 21, 2019 School Board meeting.

4. Motion by Vitalis, seconded by Carlson and carried to approve the minutes from the March 23, 2019 working session with the Administration and the School Board.

5. There were no Open forum participants.

6. Motion by Carlson, seconded by Donovan and carried to accept the consideration of Claims and Accounts as presented:
    
The first set of computer payables dated 3/28/19 for check number132338 through check number 132464 in the amount of $296,173.65.
    
Hand Payables in the amount of $354,766.50.

Investments as follows:
3/26/19 – MSDLAF+term, yield:  2.37% Matured, $2,000,000.00

3/26/19 – MSDLAF+term, yield:  2.45% Purchased, $2,000,000.00 due 7/25/19

3/27/19 – MSDLAF+term, yield:  2.37% Matured, $2,000,000.00

3/29/19 – MSDLAF+term, yield:  2.53% Matured, $3,000,000.00

3/29/19 – MSDLAF+ term, yield:  2.49% Purchased, $2,000,000.00 due 8/14/19

3/29/19 – MSDLAF+ term, yield:  2.49% Purchased, $1,000,000.00 due 10/1/19

2017 Bond Detail dated 4/1/19 for check number 1197 through 1218 in the amount of $5,129,515.64.

2018 LTFM had no detail for this period of time.

7. Motion by Vitalis, seconded by Carlson and carried to approve the annual report for TRIO Wolf Creek, presented by Tracy Quarnstrom.

8. Motion by Vitalis, seconded by Carlson and carried to approve the Summer School agreement between TRIO Wolf Creek and ISD #2144 Chisago Lakes Schools.

9. Motion by Vitalis, seconded by Carlson and carried to approve the HS student trip to Costa Rica during the Spring Break of 2020.  Cost is approximately $2390.00 per student.

10. There was no Student Board Representative report at this meeting due to the inclement weather.

11. Motion by Vitalis, seconded by Carlson and carried to approve the grant application to the East Central Energy Trust for $500-$1000 from Community Education for supplies and equipment for the Nature Club classes.

12. Motion by Vitalis, seconded by Carlson and carried to approve the grant application to the DNR for $1250.00 for 6-3D archery targets and stands for Community Education classes.

13. Motion by Vitalis, seconded by Donovan and carried to accept and approve the list of donations submitted by Community Education as follows:  CL Rotary gave $50.00 toward the Literacy for Littles project, Taylors Falls Foundation gave $200.00 towards the History plaque and Mr. and Mrs. Ertl gave $200.00 towards the History plaque.

14. Motion by Vitalis, seconded by Carlson and carried to accept and approve the matching donation from United Way and Polaris donation totaling $763.38.

15. Motion by Vitalis, seconded by Carlson and carried to accept and approve the donation of $650.00 from the Chisago Fire Department for the PRIDE tshirts at Lakeside Elementary.

16. Enrollment as of April 9, 2019 was 3404.

17. Doug Hasler, Director of Business Services gave an update on the Budget process.

18. There was no old business to discuss at this time.

19. Motion by Vitalis, seconded by Carlson and carried to approve the date changes to the 2019-2020 school calendar due to MS spring conferences.

20. Changes in the Lunch/Breakfast food prices were discussed.  The motion is expected to be presented at the May 16, 2019 School Board meeting.

21. Jon Kuenstling from ICS was at the meeting to talk about the construction projects.  Sound Reinforcement at the Wildcat Center - $197,850.00; Thermal Barrier and Acoustic Deck Insulation - $87,904.00 and Manufacturing Shop Revisions - $57,107.00 were also discussed at the 4/10/19 Project Oversight Committee meeting.  No motion at this time.  A list of change orders will be presented at a future meeting.

22. Ongoing coordination with IT for the construction projects for products such as screens, printers, monitors, projectors etc.  Promethean Boards have been ordered for the New Lakeside Elementary School.  A proposal for $157,000.00 was discussed at the POC meeting on 4/10/19.

23. Motion by Vitalis, seconded by Donovan and carried to approve the 2019-2020 District Goals as presented.

24. Bob Meyer, Director of Community Education shared that 84% of our preschool registration filled in just 11 days.

25. Motion by Vitalis, seconded by Carlson and carried to approve the resignations as presented:

Hunter Eustice, paraprofessional at CLEC, has submitted a letter of resignation effective March 5, 2019;

Amy Keis, paraprofessional at the HS, has submitted a letter of resignation effective March 29, 2019;

Jenni Smith, paraprofessional at the Primary School, has submitted her letter of resignation effective March 19, 2019;

26. Motion by Vitalis, seconded by Donovan and carried to accept and approve the letter of retirement effective May 15, 2019 as presented for Holly Nelson.

27. Motion by Vitalis, seconded by Donovan and carried to approve the termination of the Tier I Contract for M. Johnson as presented.

28. Member Vitalis introduced the Resolution for Non-Renewal of a Probationary Teacher and moved it adoption, member Carlson seconded it and upon roll call vote, members Leigh, Vitalis, Strenke, Donovan, Carlson voted in favor and those against same were - none with Berg being absent.  Whereupon said Resolution duly passed and was adopted.

29. Motion by Vitalis, seconded by Donovan and carried to approve the leave of absence request submitted by Leah Jakowski.

30. Motion by Vitalis, seconded by Carlson and carried to approve the non certified contracts as presented:

Kevin Johnson, Lead Custodian at PS commencing 4/23/19, $24.18 per hr, 8 hr/day, Sch A, Step 11, 247 days;

Emily Keesee, KC Program Supv at TF, increase in hours by .75 effective 2/28/19, $17.20 per hr, 5 hr/day, min of 184 days up to 240 days;
    
Robert Mortensen III, Lead Custodian at LS commencing 5/1/19, $23.18, Sch A, step 9, 8 hrs/day 247 days;

31. Motion by Vitalis, seconded by Carlson and carried to approve the activity contracts as presented:

Tina Cronin, Trapshoot for 2018-19, $893.50, 50% of IX-2;

Michael Marx, Lacrosse Boys, Asst Coach for 2018-19, $2877.83, ½ II-1+1/6 IV-1;

Brandy Peterson, Track/Boys & Girls Head Coach Girls for 2018-19, $4816.00, II-7;

Tim Zaruba, Lacrosse Boys Asst. Coach for 2018-19, $1239.67 1/3 of IV-1;

32. Motion by Vitalis, seconded by Carlson and carried to convene a Hearing for the change in Activity Fees and Parking Lot fees at 6:15 PM, prior to the regular School Board Meeting on May 16, 2019.  The Regular School Board Meeting will begin at 6:30 p.m. as scheduled.

33. Motion by Donovan, seconded by Carlson and carried to adjourn the meeting at 7:32 p.m.
