BOARD OF EDUCATION - Chisago Lakes Schools Independent School District #2144, Lindstrom, MN 55045 - Thursday, May 16, 2019 MINUTES

(October 10, 2019)

Present:  Jerry Vitalis, Melissa Donovan, Lori Berg, Mark Leigh, Brenda Carlson, Danki Strenke, Supt. Jennissen.

Absent: None.

Visitors: Jodi Davis, Doug Hasler, Bob Meyer, Sara Johnson, Jodi Otte, Dave Ertl, Darci Peckman-Krueger, Olivia Stevermeyer, Heide Miller, Ian Lexvold, Rayannan Lundgren, Jenelle Lungren, Steve Mikutowski, Kathy Burrill

The Hearing was opened at 6:00 p.m. and began with the Pledge of Allegiance.  Motion by Vitalis, seconded by Carlson and carried to accept the agenda.

Motion by Carlson, seconded by Donovan and carried to increase the participation fees for Activities commencing the Fall of 2019.

Motion by Berg, seconded by Carlson and carried to increase the price of a Permit to park in the Student Lot at the HS to $125.00.

Motion by Carlson, seconded by Berg and carried to close the Hearing regarding the price changes in Activity Fees and Student Parking Permit at 6:06 PM.

Motion by Vitalis, seconded by Carlson and carried to open the Regular School Board meeting at 6:07 and approve the revised agenda.

Motion by Vitalis, seconded by Donovan and carried to approve the minutes of the April 11, 2019 meeting.

Open Forum:

One staff member was there to talk about her personal concern.  One community member was there to address her concern with the coop sponsorship with SCF.

Motion by Carlson, seconded by Vitalis and carried to approve the Claims and Accounts as presented:

The first set of computer payables dated 4/12/2019 for check number 132465 through 132618 in the amount of $517,951.38.  The second set of computer payables dated 4/30/19 for check number 132619 through 132780 in the amount of $357,947.45.

Hand payables in the amount of $393,038.72.

Investments as follows:

4/16/19 – MSDLAF+ term, yield: 2.37% MATURED $2,500,000.00

4/16/19 – MSDLAF+ term, yield: 2.42% PURCHASED $2,000,000.00, Due 7/18/19

4/30/19 – MSDLAF+US Tres notes, yield: 1.33%, Matured $1,183,426.17

4/30/19 – MSDLAF+term, yield: 2.47% PURCHASED $1,000,000.00, Due 8/23/19

Computer payable detail for 17 Bond dated 5/2/19 for check number 1219 through 1228 in the amount of $301,253.93.

Nothing for the 18 LTFM at this time.

Olivia Stevermer, Student Representative for the Board shared that the spring sports teams are doing well.  Seniors are looking forward to graduation.

Doug Hasler, Director of Business Services presented the May financial report and a preliminary 2020 budget.  The final budget will be brought to the board in June.

Enrollment for Chisago Lakes as of May 13, 2019 was 3407.

Motion by Vitalis, seconded by Berg and carried to approve the donation of $500.00 to the Trap Shoot Team.

Motion by Vitalis, seconded by Donovan and carried to approve the change in the meal prices as presented.

Meal type: Breakfast (elem/sec) 2018-19 Price: $1.65;    2019-20 Price: $1.70
Meal type: Elem lunch 2018-19 Price: $2.40; 2019-20 Price: $2.50
Meal type: Sec lunch 2018-19 Price: $2.65; 2019-20 Price: $2.75
Meal type: Adult Breakfast 2018-19 Price: $2.20;    2019-20 Price: 2.25
Meal type: Adult Lunch 2018-19 Price: $4.00; 2019-20 Price: $4.25
Student Milk: 018-19 Price: .50; 2019-20 Price: .50

Motion by Vitalis, seconded by Berg and carried to approve the call for milk bids for the 2019-20 school year.

Motion by Berg, seconded by Donovan and carried to approve the list of Change Orders for the construction projects.  A detailed list is available at the District Office with Heide Miller, Construction Consultant.

Motion by Vitalis, seconded by Carlson and carried to approve the Miscellaneous Wage Sheet as presented.

Motion by Vitalis, seconded by Carlson and carried to approve the First Reading of Policy 902:  Facility Use Policy.

Motion by Vitalis, seconded by Strenke and carried to approve the request for proposals for group health insurance for the health plan year beginning October 1, 2019.

Motion by Carlson, seconded by Donovan and carried to table the discussion on the dissolution of the Cooperative Sponsorship of the Alpine Ski Team.

Motion by Vitalis, seconded by Carlson and carried to approve the amended 2018-19 school calendar with the added snow day.

Motion by Vitalis, seconded by Strenke and carried to approve the MOU regarding the Flexible Options for Making up a Duty Day as presented.

Motion by Vitalis, seconded by Donovan and carried to approve the Nursing Contract as presented from Bayada Nursing Services for a special needs student.

Motion by Berg, seconded by Vitalis and carried to approve the PRESS ad for the call for quotes for the garage located at Lakeside Elementary school to be opened on Wednesday, June 12, 2019 at the District Office.

Chisago Lakes Schools, ISD #2144 is in receipt of the Notice of Desire to Negotiate with CLEM.

Motion by Vitalis, seconded by Donovan and carried to approve the revised ECMECC JPA as presented.

Motion by Vitalis, seconded by Berg and carried to approve the ECFE Handbook 2019-20 as presented.

Motion by Vitalis, seconded by Berg and carried to approve the Little Wildcats Program Handbook for 2019-20 for Parents.

Motion by Vitalis, seconded by Donovan and carried to approve the Parent Handbook for the Ready for Kindergarten Program.

Motion by Vitalis, seconded by Berg and carried to approve the letters of resignation as presented:

Danielle Stenglein, Spec Ed Para at PS has submitted her letter of resignation effective at the end of the 2018-19 school year;

Ray Dean, 3rd shift custodian, has submitted his letter of resignation effective April 24, 2019;

Hannah J. Unruh, para in the Early Childhood Education Program has submitted her letter of resignation effective May 24, 2019;

Nina McDowell, para at MS has submitted her letter of resignation effective May 29, 2019;

Motion by Vitalis, seconded by Strenke and carried to accept and approve the retirements as presented:

Candy Olson, paraprofessional, has submitted a letter of retirement effective August 31, 2019;

Sharon Pitala, teacher at Lakeside has submitted here letter of intent to retire effective the end of the 2018-19 school year;

Annette Gilbertson, HS paraprofessional has submitted her letter of retirement effective June 5, 2019.

Motion by Strenke, seconded by Carlson and carried to approve the Leave of Absence requests as presented:

Brianna Claeson, MS teacher has requested a leave of absence for 12 weeks beginning approximately November 13, 2019;

Melissa Roggemann, MS teacher has requested a leave of absence from approximately August 21, 2019 through January 20, 2020;

Rebecca Zimmerman, MS teacher has requested a leave of absence for approximately 10 weeks from August 27, 2019 through the end of October, early November;

Cailin Flaherty, 1st grade teacher at PS, has requested a 12 week leave of absence commencing August 21, 2019 through approximately December 2, 2019;

Patricia Casterton, teacher at TF, has requested a 3 year leave of absence commencing with the 2019-20 school year;

Motion by Berg, seconded by Vitalis and carried to approve the reimbursement contract for three students being transported to Hill Murray in Maplewood.

Applications for the new student representatives for the board are being compiled.  Members Vitalis and Berg will interview them.

Motion by Vitalis, seconded by Donovan and carried to adjourn the School Board meeting at 7:49 PM.

Motion by Berg, seconded by Vitalis and carried to Open the Closed Session at 7:55 PM.

Motion by Berg, seconded by Donovan and carried to adjourn the closed session at 9:08 PM.

Motion by Berg, seconded by Vitallis and carried to re-open the regular board meeting at 9:09 PM.

Motion by Vitalis, seconded by Strenke and carried to approve the recommendation made in closed session relating to Cheryl Bergerson.

Motion by Donovan, seconded by Berg and carried to adjourn the school Board meeting at 9:10 p.m.
