BOARD OF EDUCATION - Chisago Lakes Schools Independent School District #2144, Lindstrom, MN 55045 - Thursday, July 11, 2019 MINUTES

(October 17, 2017)

Present:  Leigh, Carlson, Strenke, Donovan, Vitalis, Berg, Supt. Jennissen

Absent:  None

Visitors:  Mick Waldspurger, Jodi Davis, Darci Peckman-Krueger, Bob Meyer, Heide Miller, Sheila Wiehl, Steve Mikutowski

Closed Session 7/11/19

 Motion by Vitalis, seconded by Berg and carried to call the Closed Session to order at 5:08 p.m. to discuss negotiation strategies.

 ISD #2144’s attorney, Mick Waldspurger shared negotiating strategies with the Board.

Motion by Vitalis, seconded by Berg and carried to close the Closed Session at 6:38 p.m.

Motion by Vitalis, seconded by Berg and carried to open the Regular School Board meeting at 6:38 PM.

Motion by Vitalis, seconded by Donovan and carried to accept the revised agenda.

The School Board watched the MSHSL Video entitled ‘Why We Play’.

Motion by Vitalis, seconded by Berg and carried to approve the minutes of the June 14, 2019 meeting.

There were no Open Forum participants.

Motion by Carlson, seconded by Vitalis and carried to approve the accounts payable as follows:  

The first set of computer payables dated June 12, 2019 for check number133074 through 133265 in the amount of $371,902.60.

The seconded set of computer payables dated June 27, 2019 for check number 133266 through 133402 in the amount of $550,679.85.

The third set of computer payables dated July 2, 2019 for check number 133403 through 133440 in the amount of $123,801.75.
    
Hand payables in the amount of $459.857.91.

2017 Bond detail dated July 2, 2019 for check number 1256 through 1272 in the amount of $776,344.88.

Director of Business Services, Doug Hasler, presented the July financials.  Discussion included options for hiring a realtor to market the Lakeside property, following interviews with 2 prospective companies at the June meeting.  The decision was made to interview 1 or 2 more companies at the August meeting.

Motion by Berg, seconded by Vitalis and carried to approve the 10 year LTFM plan as presented.

There was no Old Business to discuss

Motion by Vitalis, seconded by Donovan and carried to approve the Title I and Title II allotments for FY 20 as presented. The allotments are as follows: $201,468.65 for Title I and $49,291.86 for Title II.

Motion by Vitalis, seconded by Donovan and carried to approve the changes to the Student Handbook for the Middle School.

Motion by Vitalis seconded by Strenke and upon roll call vote, the following voted in favor of the adoption of the attached MOA for CLEM, Leigh, Strenke, Berg, Carlson, Donovan, Vitalis with none opposed to same, whereupon the MOA is duly passed and adopted.

Motion by Berg, seconded by Carlson and carried to approve the change orders as presented;  Donlar Construction Change Order #15 in the amount of $44,552.00 and Change Order #16 in the amount of $24,661.00;  Boser Construction Change Order #14 in the amount of $25,924.00 and Change Order #15 in the amount of $106,128.05 and Weber Construction Change Order #1 in the amount of $24,522.87 and Change Order #2 in the amount of $41,063.89.

Motion by Vitalis, seconded by Carlson and carried to approve Hanover Insurance Company for the district’s worker’s compensation insurance and Beazley for network security insurance effective July 1, 2019 through June 30, 2020.

Motion by Vitalis, seconded by Berg and carried to approve the School Board Meeting dates 2019-20 as follows:  Aug. 8, Sept. 26, Oct. 10, Nov. 14, Dec. 12, Jan. 9, Feb. 13, (Working Session - Mar. 3 & Mar. 5 from 3:00-6:00) Mar. 19,  April 16, May 21, June 11, July 9.

Motion by Vitalis, seconded by Carlson and carried to approve the lease between SCRED and Chisago Lakes School District for CLEC as presented.

Bob Meyer shared that there were 462 kids attending enrichment week in June 2019.

Motion by Vitalis, seconded by Berg and carried to approve the request for a leave of absence for Molly Gavett from approximately Oct. 10, 2019 through Jan. 2, 2020.

Motion by Vitalis, seconded by Strenke and carried to approve the letter of resignation for Sara Kraiter effective the end of the 2018-19 school year.

Motion by Vitalis, seconded by Carlson and carried to approve the certified contracts as presented:

Hailey Bodell, PS Instructor for 2-19-2020, BA+0, step A, $38,833.00;

Melissa Brown, PS Instructor for 2019-2020, BA+0, step A, $38,833.00;

Dedric Dittrich, LS Instructor for 2019-2020, MA+0, step QC2, $73,611.00;

Jean Fairchild, Fairview Instructor for 2019-2020, BA+0, step E, $21,595.00;

Julieanne Frawley, MS Instructor for 2019-2020, MS+30, step P, $71,987.00;

Rebecca Johnson, TF Instructor for 2019-2020, MA+15, step F, $50,061.00;

Katelyn Moore, PS Instructor for 2019-2020, BA+0, step D, $42,050.00;

Rachel Nordenstrom, PS Instructor for 2019-2020, BA+0, step A, $38,833.00;

Motion by Vitalis, seconded by Donovan and carried to approve the non certified contracts as presented:

Rosa DeAmor, ECFE Para at PS for 2019-2020, A-C, $12.97 /hr;

Mary A. Johnson, ECFE Para at PS for 2019-2020, A-D, $13.28 /hr;

Kristi Ricke, MS Kitchen helper for 2019-2020, KH, step H, $15.33, 5.25 hrs/day;

Katlynn Videen, Spec Ed Para at CLEC/PTC for 2019-2020, B-B, 14.15 /hr;

Motion by Berg, seconded by Vitalis, with Member Carlson abstaining, those voted in favor of Brenda Carlson, Head Coach Softball for 2018-19, $4966.00 were Leigh, Strenke, Donovan, Vitalis and Berg with none opposed, motion carried.

Motion by Vitalis, seconded by Donovan and carried to approve the Transportation Reimbursement as requested.
    
Superintendent Jennissen mentioned that the topics of interest that he was going to talk about had already been covered.

Motion by Donovan, seconded by Strenke and carried to adjourn the meeting at 8:15 p.m.
