Separate sealed bids for Chisago County TH 8 & CSAH 26 Roundabout Project will be received by the Board of Commissioners of Chisago County at the Office of the Clerk of the Board, 313 N. Plans, Specifications, and Proposals may also be examined and/or obtained at the Chisago County Public Works Office located at 31325 Oasis Road, Center City, MN 55012 or by sending a request to Chisago County Public Works, 313 N. Main Street, Room 400, Center City MN 55012, upon non-refundable payment of $200.00 for each set. Phone (651) 213-8700, Fax (651) 213-8772. All plan orders or request for plan holder lists shall be referred to Cindy Johnson at (651) 213-8704. All project questions should be referred to Jerad Daul at SRF Consulting at 701.893.7406.
Bids must be on the basis of cash payment for the work and materials and no bid will be accepted unless sealed and filed with the County and accompanied by a certified check or bidder's bond payable to the County for not less than five (5) per cent of the bid, as a guarantee that the bidder will, within fifteen (15) days after notification of award of contract enter into an agreement with the County and furnish a performance bond and a payment bond for the full amount of the contract as provided by law. If the bidder, upon the letting of the contract to them, shall fail to enter into the contract, as let, the amount of such certified check or bidder's bond shall be forfeited to the County.
The County Board reserves the right to reject any or all bids, to waive any informalities therein, and further reserves the right to award the contract in the best interest of the County.
Minimum wage rates to be paid by the Contractors have been predetermined and are subject to the Work Hours Act of 1962, P.L. 87-581 and implementing regulations.
READ CAREFULLY THE WAGE SCALES AND DIVISION A OF THE SPECIAL PROVISIONS AS THEY AFFECT THIS/THESE PROJECT/PROJECTS
The Minnesota Department of Transportation hereby notifies all bidders:
in accordance with Title VI of the Civil Rights Act of 1964 (Act), as amended and Title 49, Code of Federal Regulations, Subtitle A Part 21, Non-discrimination in Federally-assisted programs of the Department of Transportation, it will affirmatively assure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded maximum opportunity to participate and/or to submit bids in response to this invitation, and will not be discriminated against on the grounds of race, color, disability, age, religion, sex or national origin in consideration for an award;

"It is hereby agreed between the parties that Minnesota Statute, section 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 are incorporated into any contract between these parties based on this specification or any modification of it. A copy of Minnesota Statute 363A.36 and Minnesota Rules, parts 5000.3400 to 5000.3600 is available upon request from the contracting agency."
"It is hereby agreed between the parties that this agency will require affirmative action requirements be met by contractors in relation to Minnesota Statute 363A.36 and Minnesota Rules 5000.3600. Failure by a contractor to implement an affirmative action plan or make a good faith effort shall result in revocation of its certificate or revocation of the contract (Minnesota Statute 363A.36, Subd. 2 and 3)."
A minimum goal of 14.1% Good Faith Effort to be subcontracted to Disadvantaged Business Enterprises.
The proposed contract is subject to minimum wage rates as set forth by the Minnesota Department of Labor and Industry and incorporated into the Specifications:
