CHISAGO COUNTY BOARD OF COMMISSIONERS OFFICIAL PROCEEDINGS: Wednesday, April 15, 2020

(May 14, 2020)

The Chisago County Board of Commissioners met in regular session at 6:30 p.m. on Wednesday, April 15, 2020 at the Chisago County Government Center with the following Commissioners present:  DuBose, Greene, Montzka, Robinson.  Commissioner McMahon and County Attorney Reiter participated electronically.  Also present: County Administrator Chase Burnham.

The Chair called the meeting to order and led the assembly in the Pledge of Allegiance.

Commissioner Greene offered a motion to approve the amended agenda.  Motion seconded by DuBose.  The motion passed as follows:  IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

Public Health Director Courtney Wehrenberg updated the Board on the State of Minnesota and Chisago County’s response to the COVID-19 Pandemic.

On motion by Greene, seconded by DuBose, the Board opened the Road and Bridge Committee of the Whole at 6:55 p.m. The motion carried as follows: IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

On motion by Greene, seconded by DuBose, the Board moved items 1-6 to the consent agenda. The motion carried as follows: IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

On motion by DuBose, seconded by Greene, the Board moved to close the Road and Bridge Committee of the Whole at 7:17 p.m.  The motion carried as follows: IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

On motion by DuBose, seconded by Robinson, the Board moved to approve the Consent Agenda. The motion carried as follows:   IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

1.) R&B Committee Recommendation – County Engineer’s Report  
     
2.) R&B Committee Recommendation – Reappointment of County Surveyor Resolution  
 
3.) R&B Committee Recommendation – SAP 013-625-009 CSAH 25 Reconstruction Project

4.) R&B Committee Recommendation – CP 13-CUL-20 County Culvert Project

5.) R&B Committee Recommendation – 2020 Advance Construction Resolution    

6.) R&B Committee Recommendation – Prof. Services Contract with SEH, Inc. for CSAH 17    

7.) Minutes from the April 1, 2020 Regular Meeting

8.) Minutes from the March 27, 2020 Emergency Meeting

9.) Payment of County’s Warrants and Miscellaneous Bills

Environmental Services Director Kurt Schneider presented the Board with the following action items: Director’s Report.  No action was taken.

On motion by Greene, seconded by Robinsons, the Board moved to approve the contract addendum with Consolidated Correctional Food Service as recommended by the Sheriff’s Office and approve as to form by the County Attorney’s Office.  The motion carried as follows: IN FAVOR THEREOF: DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

Commissioner Robinson left the meeting at 7:53 p.m.

On motion by DuBose, seconded by Greene, the Board moved to amend the ‘Stay at Home’ Citizens Forum rules to limit reading the letters to 3 minutes.  The motion carried as follows: IN FAVOR THEREOF: DuBose, Greene, McMahon, Montzka OPPOSED: None ABSENT: Robinson.

The Chair had the County Administrator read the new rules of Citizen’s Forum into the record due to the ‘Stay at Home’ order from the Governor.  Commissioner DuBose read 1 letter aloud.

County Administrator Chase Burnham provided administrator updates and correspondence.  No action was taken.

Several Commissioners offered reports of their respective committee assignments. No action was taken.

On motion by DuBose, seconded by Greene, the Board adjourned the meeting at 8:19 p.m.  The motion carried as follows:  IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka OPPOSED: None ABSENT: Robinson.
