CHISAGO COUNTY BOARD OF COMMISSIONERS OFFICIAL PROCEEDINGS: Wednesday, July 01, 2020

(July 23, 2020)

The Chisago County Board of Commissioners met in regular session at 6:30 p.m. on Wednesday, July 01, 2020 at the Chisago County Government Center with the following Commissioners present:  DuBose, McMahon, Greene, Montzka, Robinson.  County Attorney Janet Reiter participated via conference call. Also present:  County Administrator Chase Burnham, Interim Clerk of the Board Christina Vollrath.
 
The Chair called the meeting to order and led the assembly in the Pledge of Allegiance.

Commissioner Greene offered a motion to approve the amended agenda.  Motion seconded by McMahon, the motion carried as follows:  IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

Public Health Supervisor Courtney Wehrenberg gave a COVID-19 update from 6:32 p.m. to 6:47 p.m.

On motion by Greene, seconded by McMahon, the Board moved to recess the Board of Commissioners meeting to the Health and Human Services Committee of the Whole at 6:47 p.m.  The motion carried as follows:   IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

The Chair opened the Health and Human Services Committee of the Whole at 6:47 p.m.

Chair Montzka gave the gavel to Vice-Chair DuBose.

Health and Human Services Director Robert Benson provided the following updates: Department Updates; Financial Notes; Staffing Updates.

On motion by McMahon, seconded by Greene, the Board moved to add items 1-2 to the Consent Agenda.  The motion carried as follows: IN FAVOR THEREOF: DuBose, Greene, McMahon, Montzka, Robinson.  OPPOSED: None.

On motion by Greene, seconded by Montzka, the Board moved to close the Health & Human Services Committee of the Whole at 6:56 p.m.  The motion carried as follows:   IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

Chair Montzka received the gavel back from Vice-Chair DuBose.

On motion by McMahon, seconded by Greene, the Board moved to approve the Consent Agenda.  The motion carried as follows:   IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

Board of Commissioners’ Consent Agenda:

1.) HHS Committee Recommendation – Director’s Update

2.) HHS Committee Recommendation – Payment of County’s Warrants for HHS

3.) Payment of County’s Warrants and Miscellaneous Bills

4.) Minutes from the June 17, 2020 Regular Meeting

5.) Temporary Liquor License – Franconia Sculpture Garden, August 22, 2020    
        
6.) Application for Exempt Permit – Acres for Life Therapy and Wellness Center

The Chair had the County Administrator read the new rules of Citizen’s Forum into the record.  1 letter was submitted for Citizen’s Forum.

At 6:58 p.m., the Chair opened Citizen’s Forum. 2 Citizens spoke.  The Chair closed Citizen’s Forum at 7:08 p.m.
    
On motion by DuBose, seconded by Greene, the Board moved to approve the 2020 County Seat Business Park Maintenance Agreement, as presented (and/or modified) at tonight’s meeting.  The motion carried as follows:  IN FAVOR THEREOF:  DuBose, Greene, McMahon, Robinson, Montzka OPPOSED: None.

On motion by DuBose, seconded by Robinson, the Board moved to discuss the resolution to recognize every farm family in Chisago County as the “Farm Family of the Year” with a friendly amendment to recognize and thank all farm families and have the County Administrator re-word the Resolution of show the County Board’s support for all Chisago County ‘Farm Families.’  The motion carried as follows:  IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

On motion by Greene, seconded by McMahon, the Board moved to table the resolution recognizing every Farm Family in Chisago County as the “Farm Family of the Year” to the next meeting.  The motion carried as follows:  IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

On motion by Greene, seconded by DuBose, the Board moved to approve the Minnesota Pollution Control Agency Fiscal Year 2020 Grant Program Authorization Resolution No. 070120-01 and Direct Staff to Finalize the Draft Application and Apply to the Environmental Assistance Greater Minnesota Recycling and Composting Grant Program for a Grant Award Not To Exceed $250,000 plus 25% Local Match and/or as amended at tonight’s meeting.  The motion carried as follows:  IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

On motion by McMahon, seconded by Greene, the Board moved to approve the application for Fiscal Year 2020 SSTS – Combined Application Base & Low Income Fix-up grants from the MPCA and Affiliated Septic Grant Program Policy.  The motion carried as follows:  IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

County Administrator Chase Burnham presented the Board with information regarding the CARES Act Funding the County was to receive.

On motion by Greene, seconded by DuBose, the Board moved to approve the funding allocation statement for the CARES Act funding; ‘Chisago County will allocate the Federal CARES Act funds to supporting Chisago County residents, communities, and businesses, which have been adversely affected by COVID-19’ and allocating the CARES Act funds with the following priorities: 1) Funding the programs necessary to save lives within the County’s assigned intergovernmental role, 2) Costs incurred due to COVID-19 and legally required functions of County Government, 3) Support Communities, residents, small businesses, and non-profits  impacted adversely by COVID-19; and move to create a ‘Chisago County CARES Act – COVID 19 Response Committee’ for the development of policies and strategies for the most beneficial and efficient allocation of the CARES Act funding.  The motion carried as follows:   IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

On motion by Greene, seconded by McMahon, the Board moved to appoint Commissioner Montzka, DuBose, and McMahon (as alternate) to the newly created ‘Chisago County CARES Act – COVID 19 Response Committee.’  The motion carried as follows:   IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson OPPOSED: None.

Several Commissioners offered reports of their respective committee assignments. No action was taken.

On motion by Greene, seconded by DuBose, the Board adjourned the meeting at 8:11 p.m.  The motion carried as follows:  IN FAVOR THEREOF:  DuBose, Greene, McMahon, Montzka, Robinson. OPPOSED: None.
