AN ORDINANCE AMENDING CHAPTER 4, PART 2 OF THE SHAFER CITY CODE TO ADD PROVISIONS REGULATING SPECIFICATIONS FOR CROSS CONNECTION AND BACKFLOW PREVENTION IN POTABLE WATER SYSTEMS
This ordinance is intended to prevent contamination or pollution of the City of Shafer’s potable water distribution system by regulating cross connections and backflow. The ordinance requires that no water service to any premises shall be allowed by the City unless the water supply is protected as required by the State of Minnesota Department of Health, Chapters 4720 and 4714 and all other applicable State Statutes and Regulations, City of Shafer Watermain Material and Installation Specifications, AWWA Manual M14 and City ordinances. The ordinance adopts the American Water Works Association (AWWA), American Society of Engineering (ASSE) and Foundation for Cross Connection Control and Hydraulic Research of the University of Southern California (USC FCCCHR) Standards and Specifications for backflow prevention. The ordinance requires City water customers at any premises where backflow prevention assemblies are installed to have a field test performed by a backflow prevention assembly tester accredited by the Department of Labor and Industry upon installation and at required annual intervals thereafter. The ordinance authorizes inspections for cross connections to the City’s potable water system. City water service to any premises shall be discontinued by the City if the means of backflow prevention required by the ordinance is not installed, tested, maintained and repaired, or if it is found that a means of backflow prevention has been removed, bypassed, or if an unprotected cross connection exists on the premises. The ordinance authorizes suspension of City water service for failure to meet the specifications of the ordinance.
