Chisago Lakes Schools Independent School District #2144, Chisago City, MN 55013 BOARD OF EDUCATION Telecommunication Meeting Minutes: Thursday, November 12, 2020

(January 21, 2021)

PRESENT: Leigh, Berg, Carlson

ABSENT: None

REMOTE: Vitalis, Strenke, Donavan

VISITORS: Eric Simmons, Jodi Davis, John Douglas, Ann Nelson, Robyn Vosberg-Torgerson, Katelyn Chambers, Chris Ziemer, Sarah Schmidt

1. The meeting was called to order at 6:00 p.m. and began with the Pledge of Allegiance.

2. Motion by Berg, seconded by Vitalis and upon roll call vote, those in favor of accepting the revised agenda, Strenke, Berg, Carlson, Donovan, Leigh and Vitalis with none opposed, motion carried.

3. There were no Open Forum participants.

4. Superintendent Jennissen gave an update on the county Covid numbers and what the district is working on for the plans to keep students and staff safe.

5. Sarah Schmidt, Director of Curriculum and Director of Distant Learning, gave a presentation on the World’s Best Workforce.  

6. John Douglas was introduced and welcomed as the incoming junior student representative for the School Board.

7. Robyn Vosberg-Torgerson, Director of Business Services gave a presentation on the October financials and enrollment projections.

8. Elementary Parent/Teacher Conference attendance numbers were shared.  

9. Local 284 submitted a notice of intent to negotiate their contract renewal.  Meeting is scheduled for November 18, 2020 from 4:30-6:30 PM at Taylors Falls Media Center.

10. Motion by Berg, seconded by Carlson and upon roll call vote, those in favor of approving the items on the Consent Agenda, Berg, Carlson, Donovan, Leigh, Strenke and Vitalis with none opposing, motion carried.  Items as follows:

Donation to MS English Department:  Attached is a copy of the check donated from the Rudquist Family Trust to the MS English Department for $1,000.00.

GRANT REQUESTS:

Attached is the paperwork from the Chisago Lakes Area Community Foundation providing a grant for $5,000.00 to be used for Breakfast carts and disposable trays and silverware.  Acceptance is recommended.

Attached is a GRANT Approval request form from Joe DeLisi representing the HS/MS Music Dept., in the amount of $4,000.00.  Grant funding source is the St. Croix Valley foundation.  The funds will be used to heavily invest in concert repertoire from under represented composers.

Attached is the annual AgriScience grant application.  Amount is $9283.00.  This year, the grant will be used for a 8’x10’x8’6” outside walk in cooler to sit on the pad outside the greenhouse.  Approval is recommended.

Approve Past Minutes:  Attached are the minutes from the 10/22/20 Regular Board meeting and the minutes from the 11/5/2020 Special Board Meeting.  Approval is recommended.

CLAIMS AND ACCOUNTS:

The first set of computer payables dated October 30, 2020 for check number 138764 through 138856 in the amount of $322,622.44.

Employee timecard reimbursements dated October 26, 2020 in the amount of $2,052.08.

Hand payables in the amount of $62,147.34.

20 LTFM dated 11/5/2020 for check number 1014 in the amount of $54,059.31.

17 Bonds detail dated 11/5/2020 for check number 1537 through 1543 in the amount of $259,170.35       
Employee Reimbursement dated 10/26/2020 in the amount of $2,052.08

Brianna Schueller, Kindergarten Teacher at PS is requesting a 9 week leave of absence commencing approximately January 2021 through March 2021, returning to work approximately March 15, 2021;

Candyce Olson,  Covid leave until December 31, 2020;

Carly Pease,  Lakeside para, FFCRA through December 31, 2020;

11. Member Donovan introduced the following Resolution;

RESOLUTION CANVASSING THE RETURNS OF VOTES FOR THE SCHOOL BOARD MEMBERS OF SCHOOL DISTRICT #2144, AS FOLLOWS:

BE IT RESOLVED by the School Board of Independent School District #2144, as follows:

1. It is hereby found, determined and declared that the Board Member election of the voters of this district held on November 3, 2020 was in all respects duly and legally called and held.

2. As certified by the county Auditors, a total of  25666  (included write-ins) voters of the district voted at said election of three school board member vacancies for terms of 4 years each for the Chisago Lakes School Board caused by expiration of term on January 5, 2021, as follows:

3. Candidate Jeff Lindeman having received the highest number of votes (6413) is elected to a four year term beginning January 5, 2021.

Candidate Lori Berg having received the second highest number of votes (4778) is elected to a four year term beginning January 5, 2021.

Candidate Brenda Carlson having received the third highest number of votes (4237)   is elected to a four year term beginning January 5, 2021.

4. The school district is hereby directed to provide a copy of this Resolution to the County Auditor of each County in which the school district is located in whole or in part.

12. Motion by Carlson, seconded by Donovan and upon roll call vote those in favor of approving the fees and related items for the design phase of the Primary School Project, Berg, Carlson, Donovan, Leigh, Strenke and Vitalis, none opposed, motion carried.

13. Motion by Berg, seconded by Carlson and upon roll call vote those in favor of approving the Change Order #005 Parkos:  Carlson, Berg, Leigh, Donovan, Strenke and Vitalis with none opposed, motion carried.

14. Motion by Donovan, seconded by Berg and upon roll call vote those in favor of approving the First Reading of Policy #721: Uniform Grant Guidance Policy Regarding Federal Revenue Sources;  Carlson, Donovan, Berg, Leigh, Strenke and Vitalis with none opposed, motion carried.
    
15. Motion by Berg, seconded by Donovan and upon roll call vote, those in favor of approving the filing of the Assurance of Compliance with MDE for ISD#2144; Carlson, Donovan, Berg, Leigh, Strenke and Vitalis with none opposed, motion carried.

16. Motion by Donovan, seconded by Vitalis and upon roll call vote, those in favor of scheduling a Special Meeting on November 30, 2020 at 6:00 PM to discuss our Learning Model and Activities, Berg, Carlson, Donovan, Leigh, Strenke and Vitalis with none opposed, motion carried.

17. Motion by Berg, seconded by Strenke ad upon roll call vote, those in favor of adjourning the meeting at 7:05 PM; Carlson, Berg, Donovan, Leigh, Strenke and Vitalis with none opposed, motion carried.
