(July 28, 2022)

Members Present:  Mark Leigh, Sandra Berg, Brenda Carlson, Danielle Strenke, Sarah Aadland

Members Absent: Jeff Lindeman

Members Remote: None

Visitors: Jodi Davis, Michelle Kleist, Robyn Vosberg-Torgerson, Darci Peckman-Krueger, Andy Wilhelmy, Eric Simmons, Janelle Hermann, Mike Henneck, Bob Becker, Bill Drummer
 
1. The meeting was called to order at 6:00 p.m. and began with the Pledge of Allegiance.
    
2. Motion by Berg, seconded by Carlson to accept the agenda with all in favor, motion carried.
    
3. There were no Open Forum participants.
    
4. Communication Updates were presented on enrollment, May’s unaudited finances, Supt. Schedule, Board Committees, Strategic Plan, District Goals Update and the timeline of the Supts. Evaluation.

Motion by Berg, seconded by Carlson to approve the items on the Consent Agenda as presented with all in favor and none opposed.  Member Carlson abstained from voting on Brian Robelia’s teaching contract due to conflict of interest (he coaches softball with her), Berg made the separate motion and Strenke seconded with Leigh, Berg, Strenke and Aadland in favor, motion carried:

Claims and Accounts: Wire funds dated 6/14/22 in the amount of $1,333,888.11;  employee reimbursements dated 6/9/22 in the amount of $3,300.22, employee reimbursements dated 5/25/22 in the amount of $15,493.96; Investment holdings in the amount of $6,000,000.00;  computer payables dated 6/14/22 in the amount of  $1,036,142.05;

5. There was no Old Business to conduct.
    
6. Motion by Berg, seconded by Carlson to approve the Graduating class of 2022, with none opposed, motion carried.
    
7. Motion by Berg, seconded by Carlson to approve the contract to transport students between ISD#2144 and 4 Point O School Services of Chisago Lakes as presented with all in favor and none opposed, motion carried.
    
8. Motion by Berg, seconded by Strenke with all in favor and none opposed to approve the Facility Lease as presented for the Bus Garage located at 13450 Newlander Ave., Lindstrom, MN  55045, expiring on June 20, 2024.
    
9. Motion by Carlson, seconded to by Aadland to Authorize the District administration to work with ICS to develop and submit all required documentation to the MN Department of Education for review and comment for a November 2022 bond referendum in an amount not to exceed $19,940,000, those in favor, Berg, Leigh, Carlson, Aadland, Strenke with Lindeman absent and none opposed to same, motion carried.

10. LTFM Resolution – Chisago Lakes Schools:

EXTRACT OF SCHOOL BOARD MEETING MINUTES
INDEPENDENT SCHOOL DISTRICT #2144 CHISAGO LAKES PUBLIC SCHOOLS
STATE OF MINNESOTA

Pursuant to due call and notice thereof, a School Board meeting of Independent School District No.

2144, State of Minnesota, was held on June 16, 2022 at 6:00 PM for the purpose in part, of approving the District’s Fiscal Year (FY) 24 Long-Term facility Maintenance Ten-year Plan as established in Minnesota Statutes 2021, section 123B.595.

11. School Board Member Carlson introduced the following resolution and moved its adoption.

RESOLUTION ADOPTING INDEPENDENT SCHOOL DISTRICT NO. 2144 FY24 LONG TERM FACILITIES MAINTENANCE TEN YEAR PLAN

BE IT RESOLVED that the School Board of Independent School District No. 2144, State of Minnesota, approves the attached FY 24 Long Term Facilities Maintenance Ten Year Plan.

The motion for the adoption of the foregoing resolution was duly seconded by School Board Member Aadland and, upon vote being thereon, the following voted in favor of the motion Carlson, Aadland, Strenke, Berg, and Leigh with Lindeman absent.

And the following voted against; none WHEREUPON the resolution was declared duly passed and adopted the 16th day of June, 2022.
    
12. Motion by Berg, seconded by Carlson with all in favor of setting the starting date on the Principals Agreement for all principals to commence on July 1, 2022 to run through June 31st  to keep in line with the fiscal year, all in favor with none opposed, motion carried.
    
13. Motion by Berg, seconded by Aadland with all in favor to approve the Q Comp annual report as presented by Janelle Herrmann, with none opposed, motion carried.
    
14. Motion by Berg, seconded by Aadland with all in favor to approve the Q Comp MOU as read for June 30, 2022 through June 30, 2023, motion carried.
    
15. Motion by Berg, seconded by Aadland to renew the membership with SEE for $5,114.00, with all in favor and none opposed, motion carried.
    
16. Motion by Berg, seconded by Carlson with all in favor of approving the Misc. Wage Sheet as presented.  Motion carried.
    
17. Motion by Carlson, seconded by Strenke with all in favor of approving the CLEM MOA for the specialists missing prep as presented for the 2021-22 school year.
    
18. Motion by Berg, seconded by Aadland to approve the Literacy Coach position for Chisago Lakes for one year, 2022-23, all in favor with none opposed.  Motion carried.
    
19. Motion by Carlson, seconded by Berg and all in favor of approving the Preliminary Budget as presented by Director of Business Services, Robyn Vosberg-Torgerson with none opposed, motion carried.
    
20. Motion by Carlson, seconded by Berg to change the October 20, 2022 Board Meeting date to October 13, 2022 due to the MEA date conflict.  All in favor, motion carried.
    
21. Motion by Berg, seconded by Carlson to approve the Change Order #9 as presented, none opposed.
    
22. Motion by Berg, seconded by Aadland to adjourn the meeting at 7:53 p.m., all in favor with none opposed, motion carried.
