Lindstrom City Council Candidate Filing Statements

I am thankful to have grown up in Lindstrom and to have raised my family here.  People choose Lindstrom for our safe neighborhoods, beautiful lakes, and good schools. We know and care about each other.  I am committed to supporting growth while retaining what we value most. If elected, I will prioritize:
• Being a Voice of the Community.  I want every citizen to believe that their voice matters. I am committed to listening, to transparency in action and vote, and to serving Lindstrom’s citizens.  I will work for you.  

• Community-Focused City Planning. Residents want an attractive and vibrant downtown, safe and well-maintained roads, close-knit neighborhoods, limited traffic congestion, and great schools.  Working together we can achieve these goals.  I am committed to an inclusive and strategic growth plan.

• Local Business Development. Lindstrom needs more local jobs and a more balanced tax base to take pressure off residential property taxes.  I have 25 years of experience growing businesses and mentoring start-up and mid-sized companies. I will be a strong advocate for economic development and local business growth.

• Fiscally Sound Decision Making. Tax-payer dollars fund city services and need to be used wisely.  Residents need to know which costs are being prioritized and why.  I promise to lead with financial common sense, and to clearly communicate the city’s financial priorities and decisions to residents.   

• Natural Resources and Tourism. Bike/Hike and Waterway trails create a healthy community, and they draw tourism revenue to our town.  I support parks, trails, and water resources.

Community Service
I have served on Lindstrom’s Planning and Park Commissions, Chisago County Parks and Trails Foundation, and Chisago County Strategic Planning. I am in Rotary, the County Historical Society, and I have served on numerous church committees, and in local mentoring programs.  I was part of the group that started the Community Meals, and in high school, was the student representative when Family Pathways was founded. These experiences taught me the importance of having clear Vision for the future, and how to collaborate and communicate to achieve shared goals.  

I started my education at Shafer Elementary and I finished with a PhD at the University of Minnesota.  I taught for 9 nine years and have been a senior leader in multi-billion-dollar companies. These experiences taught me strategic planning, how to support and lead people, how to listen and communicate clearly, and how to manage revenue and costs.

My wife Katie and our two sons, Blake and Brennen, love all that Lindstrom has to offer – family, friends, a great school system, small town living, beautiful lakes and many places to walk.

There is so much opportunity for this community and I want to be part of the positive change I am committed to preserving the history of our community while partnering with organizations, businesses and other city officials to improve the future of our town.

The experience I have in business decision-making, serving as a visionary, and my pride and passion for this community position me well to best serve the people of Lindstrom. I will work hard to make smart, educated decisions on how to use taxpayer’s money to better our community.
• To make business-minded decisions for the community based on a passion for its history, an understanding of our current events, and a forward-thinking vision that is realistic in considering the long-term impacts.   
• To provide more transparency between city leaders and the citizens of Lindstrom.
• To be honest, maintain the highest level of integrity and be trustworthy, while making sure we hold each other accountable to collectively make the best decisions for the greater good.
• To listen to people with compassion. It’s impossible to please everyone with decisions that need to be made, but I will do my best to put myself in everyone’s shoes.
More than 100 years ago, my great, great grandfather walked to Stillwater with Daniel Lindstrom to purchase land, which eventually became the town of Lindstrom. Six generations of the Norelius family have made Lindstrom home. I was born at the local hospital in Chisago City and grew up in Lindstrom on South Center Lake. I graduated from Chisago Lakes High School, and then spent four years at Gustavus Adolphus College earning a degree in Biology.
After spending 10 years in the medical device corporate world, I worked for 15 years in small business. After working 11 years with the owner of Acme Tuckpointing and Restoration, purchased the business.

This experience, along with serving a six-year term as the Director of the Alumni Board at Gustavus Adolphus College, being a current member of the Board of Directors for the Minnesota Concrete and Masonry Contractors Association, and being a current Board Member of a business-owner “think-tank,” has taught me a lot about collaboration and the need for motivated decision-makers that are willing to do what’s best for the greater good.

Additionally, experiences as a developer, land owner, and a commercial and residential property owner, have prepared me to understand all sides of real estate endeavors. This knowledge is invaluable when relating to the needs of our community property owners as they look to modify, develop or sell their homes, buildings and land.

Business and property ownership has also equipped me to understand the aspects of financial impact and tough decision-making processes that are required to be effective. I have also learned that time changes things, and we need to be willing to adapt. Life is about learning every day and life in Lindstrom will continue to evolve and change. Let’s make smart, business-minded decisions that have positive short- and long-term impacts on our community.
We need teamwork between the city and downtown businesses. We need to be reminded of the core values of Lindstrom and have a vision for future development while we preserve our small town feel. I would love to see this community flourish so we can all watch our kids and grandkids enjoy it for generations to come.

My wife Mary and I have lived in Lindstrom for over 20 years. I have served on the Lindstrom City Council for two terms, and I am running for re-election. The reason we moved to Lindstrom is the beautiful lakes, parks, and recreation areas. It is a very safe city with friendly and welcoming people.

We need to protect our environment, natural resources and keep it a wonderful place to live. We need to promote the quality of life of our citizens by maintaining a safe city for families, children, seniors and veterans. We need to support our local businesses and help them to thrive and create new jobs.

My Visions and results: A city is responsible for managing our money by providing needed services. My first vision was to look at how could we reduce the cost of maintaining our streets. Working with city staff we developed our management philosophy. We developed a methodology that supports that philosophy. We developed the tools we needed to implement that methodology. Our goal is to get out of our streets a 50 year life span. The bottom line is, it costs far less to maintain a street than rebuild it.

Second how can we reduce the cost of operating our sewer system. Again working with our city staff and in cooperation with the members of the Chisago Lakes Joint Sewage Commission we found a company called VEOLIA that provides services to manage sewage plants. We contracted with them and so far we have seen multiple incidents of cost savings.

Recently I have been looking at Joint Powers Agreements. I have found that many cities are using an organizational structure to reduce costs of providing service as well as operational needs such as technology support.

The city has submitted its initial budget for 2023 and it is slightly less than our budget for 2022. Since it is now submitted it cannot be increased, however it still can be reduced if warranted.

My name is Katie Werman Roche and I am proudly running to be your next Lindström City Council member.  As an active community member, engaged civil servant, outreach coordinator at Trinity Lutheran Church, wife, and mother to four inspiring children, I would bring experience, passion, commitment, and transparent representation to our Lindström City Council.  I humbly ask for your vote beginning September 23, and on Election Day- Tuesday, November 8.

My priorities:
As your representative on the Lindström City Council, I commit to:
Community-Based Planning & Future Development that aligns with our small-town values and Lindström’s unique history and character.
Transparency amongst the City Council, Lindström’s residents, city staff, and the city commissions that make recommendations to the City Council
Listening to fellow-residents and engaging in constructive conversations with compassion, active listening skills, and a willingness to consider all sides
Fiscal Responsibility while planning the annual budget, using the city’s resources, and considering TIF districts and building plans presented by developers

Empowering our local business owners to invest more in our vibrant downtown with support from our EDA, Planning Commission, and City Council
Preserving Lindström’s valuable natural resources by investing in and supporting our local parks, trails, lakes, and water resources
Partnering with our Chisago Lakes Tourism Bureau to strategically plan and market tourism in Lindström, which will generate more local jobs and a stronger, more-balanced tax base

Ensuring we are using our city’s infrastructure dollars wisely, addressing those projects which are most needed and impactful in a timely manner
Investing in safe neighborhoods and adequately funding our Lindström Fire Department and Lakes Area Police Department so that they can continue to protect and serve our community.

My experience in local government, on nonprofit and executive boards, and as a professional in both education and ministry has prepared me as a critical thinker who is not afraid to challenge others, a leader of discussion as a means to sift through difficult decisions, and someone who works toward compromises. Years of experience in a variety of leadership roles makes me the candidate who can fervently represent the best interests of our community and effectively work with other city leaders, while also accomplishing an ambitious list of priorities.  

In addition to Girl Scout and Cub Scout leadership, LARA and CLHA head coaching roles, advisory roles, a nonprofit founder, and consistently serving as a volunteer at Community Meals, within CL Booster Clubs, and at our local schools, I have served the City of Lindström in the following capacities:

-Lindström Economic Development Authority Commissioner
-Lindström Planning Commissioner
-Blandin Broadband Community Project Member
-Chisago County Strategic Childcare Gap Planning Member

Why is a vote for ‘Katie Roche’ the right vote?
I am deeply devoted to our Lindström community, its people, its future, and its success.  I have shown that over the years through my service, investment, and participation in a variety of elected, appointed, and volunteer roles.

I am ready to fight for what’s in the best interest of Lindström!  I will do this by prioritizing community-centered planning and transparency, utilizing my proven leadership experience and skills in local government, and continuing to enthusiastically connect with voters about what matters most to them.

I am committed to working together to create a Lindström that we all love, that we can retreat to from the “big city,” and that we can look forward to watching our children and grandchildren raise their families in.  A Lindström that we can all recognize, relate to, and take pride in.

I would like to thank the Chisago County Press for enabling all Lindström residents to learn about the candidates for the Lindström City Council and to make informed decisions at the polls.  Thank you for printing and distributing each candidate’s filing statement this election cycle.

As we all prepare for a fast and furious election season this October and November, I look forward to visiting Lindström voters as I am out door-knocking, hearing your thoughts and concerns, and sharing my love for this community with you.
