CHISAGO COUNTY BOARD OF COMMISSIONERS OFFICIAL PROCEEDINGS: Wednesday, December 28, 2022
The Chisago County Board of Commissioners met in regular session at 6:30 p.m. on Wednesday, December 28, 2022 at the Chisago County Government Center with the following Commissioners present: Chris DuBose, Rick Greene, Marlys Dunne, Ben Montzka, Dan Dahlberg. Also present: County Administrator Chase Burnham, County Attorney Janet Reiter, and Clerk of the Board Christina Vollrath.
The Chair called the meeting to order and led the assembly in the Pledge of Allegiance.
Commissioner Montzka offered a motion to approve the amended agenda. Motion seconded by Dunne, the motion passed as follows: IN FAVOR THEREOF: DuBose, Greene, Dunne, Montzka, Dahlberg. OPPOSED: None.

The Board was given updates on the current projects of the Public Works Department from County Administrator Chase Burnham. No action was taken.

Environmental Services Director Kurt Schneider presented the Board with the Director’s Report and action items. No action was taken.

On motion by Montzka, seconded by Dunne, the Board moved to approve the 2023 Hauler Recycling Contract Renewals as presented with the following companies: Chisago Lakes Sanitation; Croix Valley Pick-Up; and Pete’s Rubbish Hauling and moved to approve the 2023 Recycler Contracts as presented with the following companies: AAA Recycling; Evergreen Recycling; Recycling For Wildlife; and The Steel Chick Recycling. On motion by DuBose, seconded by Dunne, the Board moved to approve the 2023 General Engineering and Administrative Services Agreement between Chisago County and Emmons & Olivier Resources, Inc. along with Carp Management and Aquatic Plant Point Intercept Surveys for the Chisago Lakes Lake Improvement District pending County Attorney review as to form. On motion by Montzka, seconded by Dunne, the Board moved to approve Resolution No. 22/1228-2, a Resolution of the County Board of Commissioners of Chisago County, Minnesota, approving the Final Plat of Ryan Farms Plat 1 located at 41847 Keystone Avenue / CR 67 in Sunrise Township, (PID #09.00060.00). The motion carried as follows: IN FAVOR THEREOF: DuBose, Greene, Dunne, Montzka, Dahlberg. OPPOSED: None.
On motion by DuBose, seconded by Dahlberg, the Board moved to approve Resolution No. 22/1228-3, a Resolution of the County Board of Commissioners of Chisago County, Minnesota, approving the Final Plat of North Dairy located at 31XXX Park Trail, Chisago Lake Township, (PID #02.00742.00) near the NE corner of Oasis Rd. and Park Trail. The motion carried as follows: IN FAVOR THEREOF: DuBose, Greene, Dunne, Montzka, Dahlberg. OPPOSED: None.
On motion by Dahlberg, seconded by Montzka, the Board moved to approve Resolution No. 22/1228-4, a Resolution of the County Board of Commissioners of Chisago County, Minnesota, approving applicant Matthew Krousey’s request for a Rural Retail Tourism Conditional Use Permit to operate a pottery showroom and host related events at 2785 Stark Road/CSAH 10 in Fish Lake Township (PID #03.00379.10). On motion by Dahlberg, seconded by DuBose, the Board moved to approve Resolution No. 22/1228-5, a Resolution of the County Board of Commissioners of Chisago County, Minnesota, approving the Chad and Kari Rohman Interim Use Permit (IUP) to allow a accessory structure on their 12.14-acre property without the presence of a principal dwelling/single-family dwelling.
