Stacy roadwork set for spring start

Stacy City Council met February 10 for a regular meeting. All members were present.

The council held a public hearing for the 2026 road improvement project where city engineer Dan Boyum presented a powerpoint.

Boyum told the council the city adopted a 5-year Street Plan in 2025. The core city streets within Richland Meadows were shifted from 2025 to 2026.  Streets in this project include 314th Street, 315th Street, Gable Avenue and Genesis Avenue.  

320th Street is a double seal coated, rural city street that was not included in the original 2025 Street Improvements and is proposed to be done in 2026. 

 Costs for the project come to $537,190 for the core streets and $62,676 for the 320th project.

Boyum then showed a graphic of the potential assessed properties. He also showed preliminary assessment charges per street.  After the proposed assessments which total $70,488, the city would be responsible for a remaining $466,701.  

Boyum told the council if approved, work would begin in the spring and be completed in early fall.

Council made a point to tell the audience that the assessment fees proposed are not final, rather the council just needs to approve or not approve the feasibility of the  project.

Council then discussed how to implement a formal policy allowing a property owner to enter into a structured payment plan or assessment agreement to reimburse the city for costs incurred.  Currently the city does not have an agreement.  

After a lengthy discussion, the council agreed upon one year per thousand owed up to 10 years for $10,000 dollars or more owed with four percent interest.


In the engineer’s report Boyum told council the city has received a new set of drawings from the County for the proposed Co. Rd. 19 bridge project.  The drawings have the pedestrian overpass  moved to the south side of the current bridge which the council requested a few months back.   The plans are to leave the bridge because it has been deemed structurally sound, but change the approaches by adding roundabouts on both sides.  Mayor Mark Utecht said leaving the bridge would not fix the visibility issues with the bridge. 


Boyum also  told the council the city can apply for grants for lead service replacements if they choose.  Currently the city has two water lines it has identified as galvanized that will need replacing.  The grants from the Minnesota Department of Health are for up to $25,000 per line.  Council instructed Boyum to pursue the grants.


Deputy Haider reported there were 102 calls logged in Stacy over last month’s patrol hours.  Most are traffic-related.
