The development agreement the County Board rejected last week included various elements of usual developments such as requirements for screening, buffering, impervious surface, etc.

This agreement went beyond regular conditions, and specifically required a $125,000 budget for landscaping and contractors would be "encouraged" to buy local plant stock, materials and hire local landscapers.

This agreement also went beyond the usual road use notices, and dust control during the construction phase. It included requiring the company to seal coat 11 miles of County Road 14 when the project was complete.

LS Power was also being asked to contribute towards a future outlet for Kable Avenue, which is a dead end neighborhood south of the proposed site of the electric station. In the event the township put together a Kable Ave. outlet project LS Power's share would be $250,000.

The agreement also included LS Power contributing to the County Road #17 extension.

The state may subsidize some piping costs for this project and to the extent LS Power's budget would be reduced by state aid; the sum would go into easterly extension of County Road 17 (from I 35 and #30.)

An Advisory Council was set up as part of the agreement to oversee operations and complaints, etc. that may surface after the station's operational.

No more than one mile of powerline was allowed for connecting to the grid.

No industrial water draw from Mt. Simon-Hinckley aquifer.

The town would annually get $100,000 for its operations fund. Lent Township would get $100,000 to reimburse it for costs in handling this project (public hearings, legal, materials, notices, etc.) A "Neighborhood Enhancement Fund" of $100,000 (annual contribution) would be made available.

There'd be $100,000 annually given to county parks and improvements.

An "Environmental Fund" will be established with the county getting $100,000 annually.

North Branch School would have gotten $600,000 annually.

This agreement that was rejected showed these as costs in addition to regular property tax contributions of the electric station. The agreement was meant to detail these payments in lieu of personal property tax.
