Stacy City Council adjusts landscape escrow, gets update on ice arena
The council held a 30 minute planning commission meeting with the topic of the new Equipment Transport building site. The audience was shown a rendering of what the building will look like. The owners of the business were there asking the planning commission and the council to adjust the required escrow amount for landscaping. Normally a new building would be required to put a $5,000 escrow payment for landscaping down and then once the building is complete they would receive the funds back. The owners of Equipment Transport said they got a bill for escrow in the amount of $50,000 because they were going above the city’s minimum landscaping requirements. The council later agreed to lower the escrow. The planning commission voted in favor of the site plan.
The council then opened the meeting with discussion about a request to change the city ordinance of allowable signage square footage. Currently the city allows for signage no larger than 500 square feet. The developer of Wheelhouse Commons which will be located on the corner of Co. Rd. 17 and 35, was looking to add a billboard on his property as another revenue stream. He had already gotten approval from the DNR and the ordinance is written if there is a billboard, no other signage is allowed. This would mean no apartment signage nor any signage on any of the commercial spots planned for the first floor of the development.
Mayor Mark Utecht told the council he would not be in favor of the billboard because it would be for financial gains. Utecht also said he didn’t think the city planner would be in favor of the billboard. The council took an informal vote and two were in favor of continuing talks about the signage and two were against. Utecht reminded the developer there could be a completely different council if and when the annexation is completed.
The council then discussed parking with a representative from the hockey association. Currently the site when completed will allow 53 vehicles to park in the lot. The minimum required for a building that size is 65. The representative said after the planned expansion, there will be space for 165 spots. The council asked if the association could please find an extra 12 spots to meet the minimum.
The council then discussed engine braking signage. There have been complaints around town including Forest Boulevard about trucks jake braking. It was decided that a council motion was not needed but the city would contact the county to see if the signage was allowed and the maintenance department would order and install the signs.
The council then decided to hold the annual Board of Review meeting at City Hall on April 13 at 6 p.m.
The council then took a moment at the end of the meeting to formally thank city clerk Sharon Payne for her 22 years of service. Payne is retiring this week, but will remain available on an hourly rate to assist when needed.
The council adjourned at 9:22 p.m.
