NOTICE OF PUBLIC IMPROVEMENT AND ASSESSMENT HEARING 2025 STREET IMPROVEMENTS
NOTICE IS HEREBY GIVEN that, pursuant to Minnesota Statutes, Section 429.011 to 429.111, the City Council of the City of Lindstrom, Chisago County, Minnesota, Public Improvement and Assessment Hearings will meet at the Lindstrom City Hall, 13292 Sylvan Avenue, on the 15th day of January, 2025, at 7:00 p.m., to consider improvements for the following streets listed below and to consider adopting proposed assessments associated with 2025 Street Improvements. The area proposed to be assessed includes:
STREET NAME: 295th Street from Olinda Trail (CSAH 25) to Neal Avenue Akerson Street from the north Newlander Avenue intersection to Lake Park Boulevard (HWY. 8).
The area proposed to be assessed for such improvements includes those properties in Sections 03 and 04, Township 33 North, Range 20 West, and Sections 33 and 34, Township 34 North, Range 20 West; abutting the streets noted above, all within City of Lindstrom, Chisago County, Minnesota. The project has an estimated total project cost of $2,780,035. A reasonable estimate of the impact of the assessment will be available at the hearing. Such persons as desire to be heard with reference to the proposed improvement will be heard at this meeting.
PROPOSED ASSESSMENT. The proposed assessment roll is on file for public inspection at the City Clerk's office. The total amount of the proposed curb and gutter assessment for the project is $180,812.50. Written or oral objections will be considered at this hearing. A reasonable estimate of the impact of the assessment will be available at the hearing.
PREPAYMENT. Property owners may, at any time prior to certification of the assessments to the County Auditor as of November 15, 2025, pay the entire assessment to the City of Lindstrom. Interest rates of 4% shall be charged after November 15, 2025. Property owners may, at any time thereafter, pay to the City of Lindstrom the entire amount of the assessment remaining unpaid. Such payment must be made before November 15 or interest will be charged through December 31 of the succeeding year. The first of the ten installments will be payable with the general taxes collectible in 2026. Interest shall be added to each subsequent installment when due for one year on all unpaid installments. If property owners decide not to prepay assessment before the date stated above, the proposed assessment will be levied consistent with the interest rate and installment information provided to each property owner.
APPEALS. Appeals must be in the form of a signed, written objection filed with the clerk prior to the hearing or presented to the presiding officer at the hearing. The City Council may upon such notice consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners. An owner who has submitted a written objection may appeal an assessment to District Court pursuant to Minnesota Statutes Section 429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within 30 days after the adoption of the assessment and filing such notice with the District Court within ten days after service upon the Mayor or Clerk.
