A statue that stood outside of the Rush Point Store, between Rush City and Cambridge, was stolen July 5 about 3 a.m., but was returned several hours later and deputies were waiting. Authorities explained that by comparing the returning suspects to videotape from security camera footage of the statue being stolen and placed into a vehicle, authorities were able to identify one 18 year old, from Maplewood, who was on hand for both the theft and return of the statue. He was arrested and booked. Two additional males are identified, but their status is unknown. One is said to be a 19-year-old St. Croix Falls resident and one, 18, was last living in Staples.
The statue of the Vietnam soldier is valued at $3,500 making this a felony.
Sheriff’s Office personnel extended a big thanks to all the public who helped apprehend the thieves by viewing the social media video that was posted from the store camera — and aided in identifying these individuals.

Former Chisago County sheriff Rick Duncan was in custody briefly early this month, and booked for allegedly violating a harassment restraining order.
Duncan, of Wyoming, was ordered in 2025 to stay a quarter-mile from a woman whom Duncan was found guilty of committing a third degree criminal sexual act against. This restraining order was effective for two years.
The former sheriff reportedly declared when Lakes Area Police brought him in for charges that he was unaware the victim resided at the property he was observed at.
Duncan, 60, is employed with a national delivery service. According to the criminal complaint he had been seen at the victim’s prior address April 29, and was spotted in violation of the court order, at her new address in Chisago City, July 1. The complaint states there was no contact in this incident, he drove off when the victim approached this address.
The Chisago County Attorney appointed a special assistant — Curtis Cook with Isanti County, and will prosecute the two new felony counts against Duncan.
In 2017, when he was Chisago County Sheriff, he abruptly retired early and was convicted for victimizing another woman, a crime analyst on his staff. In 2022 there was a $1 million jury award in favor of this victim, who was threatened anonymously in a series of communications, to make arrangements to spend the night with Duncan at a law enforcement conference or her family could be hurt.

Lakes Area notified of a bear in a tree near Pumphouse Park, Lindstrom. Bear undisturbed and remained treed throughout the game.
July 1
A call of a male allegedly assaultive towards staff at Lindstrom Municipal Bar about 11:30 p.m. A short time later male was located lying in the parking lot and needed to be transported to a hospital. A full report is pending.
