Stacy City Council considers fee waiver, park bathroom renovation
Stacy City Council met July 8 for a regular meeting. All members were present. Council heard from Laura Skelton who had been trying to separate five acres from her parents home along 340th Street to build a home. Skelton was asking for forgiveness of charges from the city for $1,299. Skelton claims she was given misinformation and requirements from the then city planner. Skelton said she to date has escrowed over $12,000 already for the project. Skelton did compliment city clerk Tanya Smolke who she said helped out tremendously.
The since retired City Planner started this project as a PUD (planned unit development) last October, then converted it to a minor subdivision with a variance in February, Smolke assisted by stating the minor sub wouldn’t work, and turned it into a lot line adjustment that was approved administratively in two weeks.
Council apologized to Skelton and informed her they would need to discuss with the clerk before ultimately approving the $1299 in fee forgiveness.
Sheriff’s deputy Kyle Jones updated the council on local calls. Jones said calls in May and June were up 200 from March and April to 725. Jones attributed the increase in calls to warmer weather and people being outside more. The 725 includes patrols, traffic stops and welfare checks as well as calls to 911.
In the engineer’s report, city engineer Dan Boyum told the council pump number one will be pumped into the treatment plant as part of getting the well back online. Boyum then said construction for the 2025 street improvement plan will begin this week. Boyum noted the contractor will begin with streets that contain ditches. The council then agreed to attach a project on 320th Street that’s been double sealcoated and is in need of repair, to next year’s Richland Meadows street project.
Council then set the next budget meeting for July 31 at 5:30pm.
Council passed a resolution allowing The Hideout Bar and Restaurant expanded outdoor area. The Hideout will have live music until 8pm.
Council then discussed quotes submitted for fixing the bathrooms in Lions Park. The bathrooms have been vacant since having multiple issues with vandalism and no power due to the removal of the pole shed which was connected electrically to the bathrooms. The city received a quote for $8,000 which includes new safety doors, security cameras on the outside, running new power to the building and timed door locks. Mayor Mark Utecht told the council “I get this is what people want, but we all will be disappointed if it gets vandalized again.” Utecht then made a motion to move forward with the plan but asked the finance department to let the council know from what account to draw from. The motion passed unanimously.
Council then was told the sports bar had recently had an air conditioning unit fail. The city received three bids for a new system. Mayor Utecht made a motion to accept Kramer Mechanical’s bid for $30,000 which passed unanimously. The payment will come out of the liquor operations fund.
Council then approved payment for Fire Chief TJ Potrament and firefighter Shawn Fisher for NFPA spring classes in the amount of $7,280.
City clerk Smolke told the council the farmers market which began this year is increasing every week both in attendance and vendors.
Council member Jeff Barrett, who is also on the finance committee, told the council the city made $5,100 in interest last month and has earned $78,000 this year so far.
