Stacy council still trying to sell business park parcels
Stacy City Council met April 14 for a regular meeting. All members were present.
The meeting began with city attorney James Monge telling the council the city had received a letter from Nic Kirvida asking to extend his purchase date on an empty lot in the Stacy Ponds Business Park. Kirvida is currently purchasing the former Structis (formerly Northstar Insulation) property. He originally was looking at the vacant lots for a business flex space, but then the Structis property became available. He will pursue the Structis location for the business flex space because it would be a cheaper initial investment with the buildings already in place, and then move on to the vacant lots. Kirvida is now interested in once again purchasing the empty lot, but is asking for an extension until the purchase of the Structis building is complete.
Mayor Mark Utecht told the council he was growing weary of extending when the city potentially could sell to someone ready to purchase. Utecht referred to a former purchase agreement with XPress Trucking and the city that never materialized.
Kirvida said he understood and assured the council he has invested a lot of time and money already into the purchasing of the lot. Kirvida’s proposal for the extension stated 18 months but said he was open to suggestions from the council. After some back and forth, Kirvida and the council agreed upon a six month extension along with $5,000 non-refundable earnest money payment. Council passed the extension with council member Dennis Theiling voting against.
Council then heard from Stacy Fire Chief TJ Portrament and Captain Eric Coen. The two presented the city with a proposal from Rosenbauer for a new firetruck. They told the council the oldest truck they use is 25 years old and is in need of replacing. They said they have spent almost three years designing the new truck eliminating any bells and whistles not absolutely necessary. The total for a new truck would come to $1,123,796 and would take 730 days to build. Council member Jeff Barrett told the council the city (along with Lent Township) saved $280,000 for a new truck. Council all agreed they support a new truck but wanted to have more discussions about financing before ultimately approving the purchase. Council and the Fire Department agreed to table the purchase.
City engineer Dan Boyum then presented the 2026 Street Improvement project. Boyum said the city received five bids for the work which includes 320th Street and Richland Meadows (315th St., Gable Ave., 314th St., portion of Genesis Ave.). The project includes mill and overlays.
Boyum told the council Astech Corporation of St. Cloud had the lowest bid of $412,295. Maintenance supervisor Troy Nelson asked the council to please put a time frame into the contract. Boyum noted the RFP states work to be completed by October. Council approved hiring Astech for the project.
Council discussed but took no action on the failing box of a maintenance truck. Nelson received a quote from Crysteel for $10,000 to fix or $20,000 to replace. Nelson told the council he was monitoring a truck at another municipality that may be a better deal than fixing the current one.
