Stacy City Council fields noise complaint, sells business park lot, improves cold storage building, gets positive investment news
Stacy City Council met April 14 for a regular meeting. Mayor Mark Utecht was absent. Council member Dennis Thieling was acting mayor for the meeting.
In public comment, resident Joe Murphy addressed noise concerns about Family Dollar deliveries. Murphy said semis are coming and going at all times of the night and many times the trucks sit idling all night waiting for the store to open in the mornings. He added that many of the trucks are ‘refrigerated’ trucks which are even louder. Murphy spoke with the Sheriff’s Office and the issue still remains. Council agreed to have City Clerk Angela Comstock reach out to Family Dollar and let them know delivery trucks are in violation of city ordinance.
City engineer James Monge then told the council he had reviewed the purchase agreement for a Stacy Ponds lot purchase by Nic Kirvida and deemed it acceptable. Council approved the purchase agreement of $200,000 unanimously.
City planner Evan Monson then spoke with the council about a lot line adjustment for 33826 Grand Avenue. The property is split into two parcels owned currently by the same owner. The dividing line currently cuts through the middle of a functioning outbuilding and the property owners are requesting a lot line adjustment to place the outbuilding completely in one parcel. Council agreed on one of three proposals that splits the lot in a diagonal lot line.
Council then discussed a preliminary plat for Walters Estates. The property borders on Lincoln Road and Kable Avenue. The property is close to 11.5 acres and is planned for a four lot split with the existing home residing on four acres. On a motion by council member Jeff Barrett, the council passed the split and lowered the park dedication fund requirement from $6,000 down to $4,928.
Council then quickly passed a few Stacy Daze temporary expansion resolutions allowing the Stacy Sports Bar and The Hideout Restaurant to host entertainment in their respective parking lots.
Council next passed a parcel combination request from the owners of The Hideout to include the former welding building north of the Hideout which they have purchased.
Council next approved a proposal from Stantec for part two of the city’s wellhead protection plan. The Department of Health has approved part one of the plan already. Council agreed upon $11,150 for Stantec to complete part two.
Maintenance supervisor Troy Nelson gave the council an estimate for electrical to be installed in the cold storage building. Nelson received three bids and DG Electric was the lowest at $10,212.
Council then briefly discussed hiring another person to work in administration. The potential employee would float from the clerk’s office to assisting with the financial office. Council agreed to wait until they had a full council before making a decision.
Council then passed a motion to accept Steven Coozenoy as a member of the planning commission.
Council member Jeff Barrett told the council the finance committee is reporting $37,900 in last quarter’s interest earnings with just over $290,000 since they began investing city funds.
The council ended the meeting with discussion about seeking a request for proposal for new city engineering and planning. Council and staff agreed Stantec has been inundated with Stacy due to the recent annexation. The council also agreed they would like to have a meeting with Stantec to let them know exactly what the city is looking for. All agreed the new larger scale city has different needs than Stacy did five years ago. Council agreed to have Clerk Comstock arrange a meeting with Stantec.
