Mrs. Fenner was born December 29, 1926, in Chisago City, Minn. She married William J. Fenner Sr. October 29, 1950, who survives of the home.
Carmen was raised at her family farm and attended high school in Chisago City. After high school she moved to Chicago where she was employed as an administrative secretary for Quaker Oats.
Mrs. Fenner is preceded in death by her daughter, Mary N. "Poppy" Fenner; her parents, John and Frida (Johanson) Persson; and her brother George Persson.
She was a member of the P.E.O. Sisterhood, St. Joseph Chapter, formerly volunteered at the Salvation Army and the St. Joseph State Hospital.
Survivors include two sons: William J. Fenner Jr., of Weatherby Lake, Missouri and James P. Fenner, of Zionsville, Indiana; her sister, Marie Dugan, of Granada Hills, California; four grandchildren: Claire, Joseph, Christina, and Elizabeth Fenner; one great grandson, Jameson Fenner; her niece, Linda (Persson) Birk, of Eagle, Colorado; and nephews: Blair and Neal Dugan of California.
