Stacy City Council has full agenda last week

Stacy City Council met October 8 for a regular meeting. All members were present.   The council opened the meeting with public comment. Resident Paul Wagner who resides along Hemingway Avenue asked the council what their policy is on replacing damaged mailboxes due to snow plowing.  Wagner claims he has had three boxes ruined in the last three years when in Lent Township. Wagner said he was promised the township would take care of the matter but never did.  The council assured Wagner the city public works will not avoid him and if he is ignored, Mayor Mark Utecht told Wagner to contact him directly.

The council then passed a resolution accepting a contract for city uniforms to be awarded to Strikke Knits.  Strikke Knits is owned and opperated by Carolyn Cagle who is a council member. Cagle abstained from the vote and reminded the council she is not running in the upcoming election.  

The council then heard from Metal Crafters owner James Lindholm.  Lindholm is looking to expand his building to a lot south he had purchased recently.  His existing lot has a variance for drainage on the south end and the expansion would be built over this.  Engineer Dan Boyum told the council the variance could be moved to the south end of the new parcel purchased.  Utecht made a motion to approve the vacating of the existing easement, schedule a public hearing and  ask the engineer to look at the new lot to determine if a drainage variance is needed or not.  The motion passed unanimously.

Engineer Boyum then told the council the lead service inventory was going very well.  Boyum told the council that County Road 30 (Forest Blvd.) will be getting a mill and overlay from Co Rd 17 north to 360th Street next year.  

The council then approved a feasibility study improvements to  Erie Lane, 352nd, 340th, Floral Ave., 315th, Gable Ave., Genesis Ave., 314th, Fenway Ave. and Ct., and Finch Ave. and Ct.  The study will cost the city $4,500 to $6,000.  

The council approved a lot split on Kable Avenue to become a three lot subdivision called Cliff’s Kable Acres.  

Dennis Oberloh of Oberloh and Associates then presented the yearly audit findings for Lent Township and Stacy.  Oberloh found no discrepancies in his audit and told the council next year will be a bit more challenging due to the annexation.  The council thanked Oberloh for his services and accepted  the audit.

Stacy has set their preliminary budget for 2025.  The council agreed upon a levy of $1,797,369 which is up from $1,738,010 that translates to a 3.42 percent increase.  

Joel Notaro, who represents the local disc golf associations from North Branch and Wildcat Woods, was present to speak about the Stacy Disc Golf Course.  Notaro said he had supplies and plenty of volunteers.  The group is looking to clean up the Stacy course, add astro turf to the tees, and spray for poison ivy which is prevalent on the course.  The council welcomed the offer and thanked Notaro and his associates for reaching out.

The council then passed a resolution  allowing the fire department to use Fund 230 to purchase textbooks and teaching materials in the amount of $5,266.03.

The council then discussed a memo sent by Lindstrom Mainteance Supervisor Matt Fraley about the compost site which Stacy shares with Lindstrom, Chisago City and   Wyoming.  The cost for grinding the brush went up signicantly from 2024 from $12,500 to $43,000. Cost to the cities for the grinding would come to $10,750.  The city of Stacy already pays $19,000 per yer to belong to the compost site. The finance department brought it to the council to notify them the compost site will come in over budget next year.   

Council member Tim Sawatzsky ended the meeting with a heartfelt thanks to the fire department and EMT’s who responded to the crash in front of Kwik Trip recently. Sawatzsky said he had family members involved in the accident.
