Stacy looks at 8% levy increase
Stacy City Council met September 9 for a regular meeting. Mayor Mark Utecht was absent. Council member Dennis Thieling was acting mayor.
Council first discussed a proposed contract with Midco. The city’s current contract expires soon and Midco’s newest contract is for five years. If the city chooses to use another company it must give a 90 day notice.
Sheriff’s Deputy Kyle Jones gave an update on August calls. Jones said there were 683 calls with 333 of them being checks on parks, businesses etc. Jones said there were 82 traffic stops of which 10 tickets were issued.
Former Stacy Hardware owner Jim Keacher then asked the council to look into an automobile that has been parked in a yard across from the store for many years. Council agreed and all knew the property with the automobile. They agreed to have the matter looked into.
Council then discussed the proposed Sheriff’s contract which is an average of 120 hours per week at a rate of $78.68 per hour for 2026. Council approved the contract unanimously.
In the engineer’s report, city engineer Dan Boyum gave an update on the 2025 street improvement project.
Boyum told the council most of the work has been completed and topsoil and seed is now being installed.
Maintenance supervisor Troy Olson gave an update on well number one. Olson said they have been running the well 8-10 times daily. Olson said there still needs some fine tuning and there have been some minor issues such as failing seals, but felt confident the project is trending in the right direction. Olson said the hope is to run the well for one year for testing purposes.
Council then agreed unanimously to set the preliminary 2026 proposed levy at $1,955,529. The total is an increase of 8.8 percent.
Council member Jeff Barrett then told the council he would like the city possibly hiring Maintenance Supervisor Olson for a code enforcement position. Barrett spoke with Olson and they agreed it could work, but the inspections would be mainly from the road for Olson’s safety. Anything more would need an administrative search warrant issued by the county, to provide a deputy to escort Olson onto a property to further inspect an issue. Council had some questions and felt the topic needed more discussion before creating the position.
Council approved the purchase of five ipads for the fire department using the LG555 funds. Cost of the ipads is $2,500.
Council then accepted a donation from the Stacy Lions Club for $1,200 from Stacy Days proceeds.
Council was informed the Planning Commission had an inquiry about a potential retirement home being built on the property just north of the post office.
Council member Barrett then told the council city investments earned $6,244 in the month of August. Barrett added to date the city has earned $101,970 and since the finance committee began investing late last year, the city has earned $120,000. The earnings were able to avoid addition of three percent on the 2026 levy, and $50,000 will go towards the road budget.
