Local federal charges filed against male who cyberstalked North Branch High School students
An indictment announced by the U.S. Attorney Daniel Rosen has local connections; and investigators are asking for North Branch High School students who may have encountered suspicious on-line behavior to get in touch with federal authorities. There is an FBI tipline at 1-800-225-5324.
Damien William Quinn, 34 of Forest Lake was arraigned this month on four counts of child pornography production, and five counts of cyberstalking along with receipt of child pronography and attempted production. He also was known as Ryan William Shattuck, authorities stated.
To date law enforcement has uncovered 11 victims but investigators believe there may be others related to this investigation. They particularly noted his connection to North Branch High School and allege Quinn made threats against North Branch females who he “cyberstalked.” The charges allege he “catfished” (pretended to be a teenaged peer) and told women on-line he had nude photos of them, or he would use “multiple” Snapchat and Instagram accounts to receive sexually explicit photographs and videos.
Quinn is being held pending trial.
The U.S. Attorney was aided in the investigation by Forest Lake and Eden Prairie Police. Assistant U.S. Attorney William Mattessich is prosecuting the case.
