Stephen was born December 12, 1943, in Hendricks Village, Minn., to parents Gordon B. and Agnes C. (Janiszeski) Roscoe.
He attended Monroe High School, in St. Paul, and graduated in 1961. He also attended the University of Minnesota.
Stephen married Anita Marie Knettel April 29, 1967, in St. Stephen, Minn., and was a St. Paul Police Officer for 32 years.
He is a former Lions member, former Mayor of Branch Township and served with U.N. Special Forces 82nd Airborne U.S. Army in Bosnia 1996-1997 and receiving a Good Conduct Medal.
He was a Boy Scout Master with Troop 141 in North Branch and also a Religious Education Teacher at Christ the King Catholic Church in Cambridge.
Stephen enjoyed golf, racquetball, fishing, gardening, history, cross country skiing, carpentry, traveling and bingo.
He is preceded in death by parents Gordon and Agnes and his brother Robert Roscoe.
Stephen is survived by his wife Anita; son, Jon (Mary), of Alpharetta, GA; daughters: Andrea (David) Sandberg, of Albertville, and Jodi Roscoe, of New York, NY; grandchildren: Holly Roscoe, Will Roscoe and Luke Sandberg; twin sister, Josephine Meyer, of St. Paul; brother, Paul (Mary Ann) of South St. Paul; and many beloved nieces and nephews.
Mass of Christian Burial was held Monday, May 14, 2007, at Christ the King Catholic Church in Cambridge. Visitation was held Sunday at Grandstrand Funeral Home in North Branch. Interment at St. Stephen Catholic Cemetery in St. Stephen, Minn.
