Stacy crash suspect to be assessed for mental competency


The person charged in connection with a two vehicle crash near Kwik Trip west of the freeway in Stacy, September 14, sending a 6 year-old to intensive care, has been ordered to undergo an evaluation to determine if he is competent to stand trial.  

Judge Dowdal granted the suspect, 39 year-old Joe David Campbell, a 30-day window, or until November 14, to complete the evaluation and have the doctor performing the assessment  submit her report to the court.

Campbell is charged with two felony counts of criminal vehicular operation resulting in great bodily harm and/or substantial bodily harm and two counts of gross misdemeanor DUI criminal vehicular operation.

Campbell is accused in court documents of driving a Kia at a “high rate of speed’ northbound on Stacy Trail about 10:30 a.m.  He collided with a Volkswagen passenger car that had made a left turn out of the Kwik Trip to go south on Falcon Blvd.  Investigators had access to surveillance camera footage from the convenience store.  

Campbell exited the car and moved about the accident scene as authorities arrived.  The youngster was in the back seat of the VW with a 17 year-old passenger, along with a male driver and his female passenger in front.  

A sheriff’s official reports the young girl, who was airlifted to a metro facility,  has been released for home care and ongoing therapy, but the prognosis is positive.
